Vulcans don't have a great ammo reserve, they can burn through it in 5 seconds or less, and they're big and heavy, making them more difficult to move around or aim quickly.
I can understand reasons for him to not get one like Matt though I agree his choice of two semi-automatics double-wielded was unwise in a straight standoff like that.

One pump-action repeater, another bolt-action repeater. NOT semi-automatic. Two semis would be perfect for dual-wielding. Alas, the only semi-auto Nerf gun is the Hornet, which is crap.

Nerf is awesome, end of story. My younger brother gets a new gun every once in a while and the most recent addition was the Vulcan minigun, and it is so awesome.

If you know what you're doing, you can make the belt a lot longer.

Though as we discussed earlier (or was it in a different thread?), the motor the Vulcan uses to move the chain is too weak to let you effectively use a belt beyond 50 links or so. It's just not that well constructed a weapon. Useful for shock-and-awe, but that's about it.

With the possible exception of ISC (which you should definitely do more of), cH is my favourite LRR series, and this episode only serves to further solidify that opinion. Good job!
