Hey wait a minute... there was an actual dodgy deal going on there, right? Did the police only arrest the ONE person who was actually on their side? What about the guy with the meat cleaver?

Yeah, having only watched the cutscene, it does look almost like the whole "police watching the deal go down" thing was a ruse to arrest the main character, so he could be in a holding cell at the right time.
