PS3 Controllers have rumble now, hence Duelshock 3 controllers now shipping with all PS3s. Also they do have some weight on them due to the added parts for rumble (I also found the controllers too light myself)

Apparently its some kind of server side plugin (probably for sourceOP) that will check your inventory automatically and do the appropriate action (aka kick or ban you)
