I believe Long War has fights you're supposed to recognize are un-winnable, and that you're supposed to scrub the mission and just take the country loss or whatever.

My guess is the niqab issue was enough to flip a few of the marginal rural ridings around Quebec City to the Conservatives, and maybe one or two ridings to the Bloc.
