Yup, its the Secret World, specifically a ledge in the hole behind the Wayeb Xul at the end of Darkness War. Such a good spot for taking epic selfies, when you find the right bit to stand on and not immediately die.

Its Convergence, since pretty much an identical screen shot is posted on the Wadjet Eye Games website, albeit with some dialogue from Joey over it, but you can tell from Rosa's outfit and the perspective on her apartment, since both change from game to game.

Actually, it was remarkably balanced, I think each deck won at least once, and as we were cycling the decks between us, I actually managed to win a couple of games, once with Cheese and once with Dragons.
