Well yeah I can't recommend relocation but for example if you are working in the summer some language schools in Europe often will employ anyone and in return offer some classes to you.Again not sure that it is much help in North America. I am inclined to agree with the other posters immersion is the way to go. I speak fluent French from going to primary school in Belgium but I maintain it by doing stuff in Switzerland and constantly speaking it. I also speak enough German and Italian to get by.
