Actually there are flashes around that _can_ blind you. Those are often used for special photography. Like if you want to photograph through glass or certain types of clothing.

Well I guess the problem with the VCR migth be a dried out capacitor. It should be cheap to repair. It was actually some sort of loose connection on the inside of the RCA video jack.
