If an opponent casts a spell and I attempt to counter it by tapping a Disruptive Pitmage , am I able to wait until that has resolved to do something else, for example if my opponent decides to pay the one mana to still cast the spell can I then attempt another counterspell to stop it or have I left ...

In EDH format does the commander itself count as one of the non-repeatable cards in the deck? I'm assuming it does, because I can think of several problems that could arise if it doesn't, but I can also think of some exploits if it doesn't. Also I think Brothers Yamazaki is a cool card.
