I think adding more airports gives you more jobs, in general... I just added Paris (FINALLY) and I'm getting tons of jobs going to Paris. And Paris is a huge airport, so planes that are there always have outgoing jobs. Then again I don't really even know what upgrading an airport actually does.... ...
