Your list looks fine. The Tiny Leaders banlist is basically the Legacy one + whatever would be oppressive in a CMC<4 format, like Counterbalance and Chalice of the Void + fast artifact mana.

For another Conspiracy card idea, WotC should have a vote card with "When CARDNAME enters the battlefield, each player votes for death or taxes." Bonus points if the card is playable in Death and Taxes.

Ooh, good one. :) THE best one for this is Mentor of the Meek, which I have in there, but if I don't get him, it burns out its hand fast. Since you're playing Teeg, I'd recommend Soul of the Harvest. He can get out a lot of cards, he's outside most burn range, and he kind of covers your top end nic...

No, because whenever an effect would allow you to cast something "without paying its mana cost," you can't pay additional costs (like Kicker) or alternate costs (like Bestow).

Yes to the first, and yes to the second (assuming that you're at less than twenty life and you aren't chump-blocking to where trample damage will be reduced to where your life total is greater than zero).

Given it's similar to a Howling Mine on legs, I'd be surprised if a Standard-legal version didn't cost less than five (2 for the Horned Turtle and 1CC for the effect). Probably something like 3UU or 3UB; 2UU or 2UB if it's been pushed.

I would consider trying to build around Endless Obedience (I used it with Pack Rat in M15 Standard for fun times with Ashen Rider). You might also use it with a cute interaction with Disciple of Deceit -- discard a six-drop, transmute for Endless Obedience.

The problem with Suspension Field is that it isn't an instant -- you can't leave up two mana on turn two and Doom Blade their two-drop as you could in previous Standard formats; you'll have to deal with their two-drop on turn three (in which case you could probably have played Banishing Light anyway...

I think you may just be having bottlenecks in mana at 3 and 4 CMC -- none of your maindeck removal spells aren't castable until then.
