MDN is great for front-end stuff: JS, CSS, HTML, etc
Tizag is pretty good for back-end stuff: PHP, SQL, ASP
Not sure what info you needed on TCP/IP, so I can't really offer resources on it.

A lot of their information is incomplete, inaccurate, or misleading. I highly recommend using the Mozilla Developer Network instead. Nope. Buying a domain is a set fee up front ($9 for 1 year, $30 for 2 years etc), then you renew it once your time runs out. The minimum is a year, so if you get shut down after 1 month and have to register a new domain, GoDaddy just $20 for 13 months instead of $10 for 12. EDIT: Re-reading, I think...
