One thing that helps with deck building is figuring out what exactly you want to do. You've got some aggressive elements (Rakdos Cackler, Mogis's Marauder, Pain Seer, etc.) and some grindy ways of winning (your scavenge creatures) that don't necessarily work the best with each other.
