If a vessel moves at 10 percent of the speed of light, 99 seconds to you is 100 seconds to anyone not in the vessel. At 50 percent of the speed of light, three seconds to you is four seconds to someone on the outside. Thus, if you travel with that speed, 7 days to anyone else will be 5 days and six hous to you.
Thus in both cases Billy rides into town on the day Friday and on a mount named Friday.
You're missing a square root in your calculations, I believe...the time dilation is a bit less than that. If you want to have a 4/3 time dilation ratio, you'd have to go...roughly 2/3 c. (That is, exactly sqrt(7)/4 c.)
Of course, the obvious answer is that there's a horse named "Friday on Friday".... ;)
