I swear, half these, if you know who's in the picture, you should at least get close. Until the next batch, though, the actors are kind of ambiguous. (Like fire guy reminds me of Agent Smith and the blonde woman reminds me of that woman in Jurassic Park.)
Note: Google Image Search is apparently very bad with these screenshots. I've only gotten matches on 3 of them, 2 of them not really indicative of anything, and 1 linking to this actual thread.

I didn't google the image. I googled Willie Spin(from the W. Spin** label, and the Willie's Wonder and Willie's Computer Renewal) and an autocompleted result was Willie Spino. Which directed me to the character in question and I just watched a trailer for the movie to double check.

Not Serenity; Mal used an 'undetermined' AA platform on a post-mount emplacement, not a 'turret' mounted in the back of a six-ton...
...wait, that was Firefly's pilot, not the subsequent movie.
ANYWAYS, this still screams "animated cut-scene from game" to me, so I can't quite think of anything, even taking into account the...er, grenade launcher? sitting on the tailgate...

Just for the record, you got it right. I was going to hint at 1999 for the year next. I was also going to say the main actor was the one bleeding (Jeff Fahey), but if you figured out who the blonde woman was (harder to do), it would be much easier to get it. I was also going to hint that Howie Mandel and Mr. T were in the sequels. I was thinking it would be gotten at various points later: cross burning (maybe), O.N.E., Nick Mancuso, the guillotine being obvious, and finally "Day of Wonders" probably being the easiest to Google.

And you would be correct. A seriously dark movie for kids...who want nightmares.
I wasn't sure if it was too hard but when I looked up pictures from the movie I saw someone mention that it had been on some US network in the past.
