Well then... citing a very obscure Starfleet regulation which for some reason makes this arrest a democratic process rather than an order (also to get this game moving because it's stalled out hardcore), we may as well see what the consensus is to confine Preacher and subject him to a blood test.

As security is escorting Preacher to the brig, they turn a corner. In that brief moment, Preacher's form turns into an amber liquid, and he quickly jumps and flows down a side corridor. As Security gives chase, firing their phasers, they find he's too quick for them. After several hallways, he's gone, and could be in the ventilation, posing as a carpet or a chair, or hiding out as part of the ceiling. If he can find any gaps in the force field, he may be able to slip out and turn himself into a spaceship to escape.
In any case, he cannot be found through conventional means.
