It is Streets of Rage Remake! Taken down because it used the original game's code and remade so it no longer uses it, made entirely from scratch and Sega has had no further qualms with it.

I'm almost certain it's not Higurashi; that character looks like he could only be Akasaka, and axes aren't really his style.

Umineko doesn't seem right either, but I haven't finished it yet, so I'm not certain.

In keeping with the Ryukishi07 theme, I'll take a stab in the dark with Higanbana no Saku Yoru ni (not sure I spelt that correctly).

Seriously though, is that actually supposed to be a normal axe? It looks, as was already point out, super demonic.
Guess he uses it a lot then, so they can reuse the art... meaning it has plot relevance.
