AHA, the first game was Kohan: Immortal Sovereigns (and the game I'd been eyeing) - that's why that description you gave twigged my memories; it's a pretty specific game mechanic with the faction leaders.

And before that there was the Caesar series, of which the first two instalments actually looks surprisingly like the game currently up, but I'm pretty sure they're not it exactly...

Can't say I've played any of them, so this is a total guess with the number, but is it one of the Anno games, possibly Anno 1602?
