Deck with 100% win rate?

So, I had this idea a while back, and I'm sure someone else has as well. There's no way there isn't a rule against it, but if there is, I don't know it. I thought I'd show you guys. The deck is for the freeform format (40 card minimum deck size, no maximum card quantity, no banned list): the only format that could accommodate such a crazy combo. Anyway, here are the cards:

All 33 rebirths get removed at the start of the game (because ante is awful and no one would ever want to play with it). With 7 cards left in the deck, you draw all 7 in your opening hand. Leyline of anticipation comes into play, allowing you to use the 3 lotus petals to play laboratory maniac. During your upkeep, when you should draw a card, you can't, activating laboratory maniac's ability, winning you the game. The force of wills are just there in case your opponent tries to mess this up (of course you'd have to exile the other one, though).
If you know the rule that inevitably exists that negates this deck, please let me know.

The question is whether 'before playing' means that you cannot count it as part of your legal 40 cards. Since whether you are playing with ante is determined before the match begins, my personal ruling would be that 'before playing' means likely before the match - certainly before the game.

If your opponent has a "Chancellor of the Annex" in their starting hand you lose
Or they could just have more than one counterspell
There must always be a Stark in the Moonbase
