I dunno Elomin it looks to me as being Italian as translated to Dutch via a German person.

So yeah I could probably get a translation out of it.

since were all just guessing im guessing italian with some latin translated by a greek fish

The ORIGINAL song may have well been written and performed by THIS GUY:

And when they made "a Japanese translation", they took the mish-mash of different languages (I recognize a few here and there, if diff lang's, myself) they 'tweaked' it into something meaningful (though, admittedly, Japanese is a very...figurative language and tends to need tweaking in translation anyway)

This has been accepted as the answer to the OP's question (and thread title), so STOP.

Its an imaginary language created by Yoko Kanno herself. Its now coined "Gablish" which sounds like a mix of Latin, Russian, Japanese and none of these at the same time. She has created many songs in this mysterious language, using the pseudonym Gabriela Robin.
