Oral sex: I suppose it is... but at the same time, it's not as if you can lose your virginity because you've had oral. Or given it. It's not penetrative, like Gunner said.

Historically I don't think it would have being considered "sex", especially in terms of virginity, because it carries no chance of childbirth (except for that one case where a girl was stabbed after giving head, which provided a path for the sperm out of the stomach where they managed to fertilize an egg). In modern terms though, it would only be considered not-sex because of that historical tradition, which is the only reason virginity is anything of a deal today anyways.

These days, "virginity" is merely the line between having "no" experience with sex (with another person) and having "at least one" experience. If you have gone down on someone, then I don't think you can argue that you completely lack sexual experience with another person.
