Yeah, I'm pretty sure that it was xkcd that made it popular to insist clearly not-photoshopped things are photoshopped (though obviously people have being doing that for years, it was mostly trolls).

For what it's worth, the meme is "This looks shopped. I can tell from some of the pixels and from seeing quite a few shops in my time." It's been around enough to have pretty vague origins - earliest cited reference to the phrase is 2003...so far. It seems it didn't really take off until '07 or so - which, at a rough estimate, coincides with about four hundred xkcd strips ago...

(though obviously people have been doing that for years, it was mostly trolls)
