There was a very similar situation in the previous series, in which an earthbender was locked up in a paddy-wagon and carted off to be imprisoned. She didn't take it well, and in response invented a new form of bending, turned the tables on her captors, and went on to sire a total badass years later.
In other news, finally the visions are starting to come into focus. It seems pretty clear from this episode that Tarlokk used his blood bending to restrain Toph, Aang, Sokka, and others during the trial she keeps glimpsing. It also looked like Tarlokk was in shackles, and that he was somehow able to blood bend without moving. Perhaps the shackled man is actyakky Tarlokk's father? Perhaps young Tarlokk is somewhere in the crowd, bending so strongly (perhaps fueled by rage or some other emotion) that he is effectively paralyzing an entire room full of people, including some of the most powerful benders of the age?

About availability, yeah, thats why I use torrents. Because if the network wants to make it impossible for me to watch, I'll watch it illegally until they give me a normal way to watch it in a legal fashion. For now, torrents ftw.
