There's a small holographic matrix embedded in the comm badges that projects a hologram over the lips of the speaker and syncs them up to the English to prevent the listener from being confused.

Common pranks include adding a small delay for the authentic badly-dubbed movie experience.

Actually, universal translators are all scams; what's actually happening is that everyone who doesn't speak English is paid by the space mafia to speak gibberish unless a universal translator is used.
