Yeah, they got a little 'mad/drunk with god-like power over time & space' and have actually been villains more than once in the past...
No, that's an oversimplification. Around the start of the Doctor Who, the Gallifreyan Time Lords were strict arbiters of non-interference (I'm guessing they've got some shameful meddling in THEIR past long before the Doctor came along to provoke this isolationist "for the good of everyone" stance). Thus the "no, we're going to arrest you for trying to save these people from painful and undeserving deaths" antagonist role they'd played early on (heck, they tried and 'executed' the Doctor once because he kept up his good-intentioned meddling with the timeline, forcing him to regenerate {presumably into a persona that would be more compliant with their rules})
Eventually, shit went down so harshly that even they were forced to abandon their isolationism and get involved in the 'temporo-geo/astro-political events' (I don't care - NOW it's a term )...
...and they were TERRIFYING. In some ways, they made things worse.
The simple fact is, The Doctor *is* an aberration of his people. But not just because he is 'chaotic' "bend the rules to achieve his goals" to their 'lawfulness'...
...but also because he's 'good' - kind, helpful and MERCIFUL. I leave it up to personal preference as to whether the Gallifreyans were the implacable, pitiless 'Lawful Neutral', or the use-the-law-as-a-yoke-to-bind-them-all-to-my-will 'Lawful Evil', I'm kinda leaning toward them swaying back and forth between the two as 'time went on' (sorry) Case in point: Timothy motherfucking Dalton.

...of course, the same thus also applies to Richard E. Grant, Jim Broadbent, Hugh Grant and Joanna Lumley. (the latter of whom I was going to recommend before Mr.F reminded me of this gem. )
This does also provide a PRECEDENT to deflate all those "GRRAAAGHTHEDOCTORCANNOTBEFEMALERABBLERABBLE" sticks-in-the-mud.
(not disagreeing with your sensible misgivings, Graham, just those who get unreasonable at the suggestion )
And Matt? I do admit that while David did that magnificently, the whole theme/plot element/whatever itself kinda bummed me out...but then, I grew up on #4 with a rather different atmosphere to the show.

On a serious note. I highly doubt a 15 year old as the acting experience to pull off The Doctor.

Hmmm...for that matter, having died a little over three hundred years ago, we can't really know what Baron M's acting ability was like - maybe HE would have been good in the role, also? *shrug*
