This is Wikipedia-tan.

The proposed concept is this but with LRR instead of Wikipedia.

You can also google image moe for Windows and other operating systems, there's a lot to choose from.

'Otter' at least makes sense, since it's a mis-spelling of 'Other'. Then they had to go and start putting in 'platypus' as an option.
