Imagine a Lower Deck episode in which the "supporting players" (Ben, Raymond, Andy, Nate, Missie, etc.) decide they haven't been getting enough of the spotlight and attempt to start their own comedy web show. Would this work? Should I try my hand at writing it? If I did, would it count as writing fanfiction?

Sounds alright. It might be a problem to get it filmed though. There is a reason they are supporting cast - finding a time that works for all of them could prove difficult.

I like the idea, though I don't know about writing it. Unless I'm wrong, every Hustle episode except for Trapped (which I consider part of the series) was written by Graham. Instead, if you want it to be a Hustle, write a good script treatment with an inciting incident, antics, and a conclusion. If you pick any specific characters to center on, make damn sure that they aren't the sort with massive schedule conflicts.
