I think that the contrast between the darkness of the villain and the "cutsey" of the movie is what magnifies the villain's evilness, making them seem so much worse in comparison to the rest of the world.
Clearly they can't hold their own against villains such as Claudius, Lady MacBeth, Caliban, Shylock, Iago, Tamora, or Aaron: they're not nearly as
complex as Shakespearean villains, but that doesn't mean Disney villains not
good villains, within their world.
And if you think Frollo, Jafar, Scar, Maleficent, Mr.Clayton, The Queen, and others (that I can't think of off the top of my head), are "cutsey", well then.... Good Day to you.
