Trading primary, but you have to manage the city's well bring (to make it grow) through trade, otherwise you have no market to sell to. So sort of both, but trading is the focus of the game.

So many things are bothering me about this. The font, the UI, the map. all of it seems so familiar, but I can't think of any games that it might be that haven't already been mentioned.

Sometimes easy is nice. Sometimes you don't want to have to wrack your brain for hours trying to remember the title of a game you played the demo of once around ten years ago. :)

...Other times you do want that sort of challenge, but not always.

Wart has it. Fortune Street is the answer. Pretty solid game more like Monopoly than Mario Party.
