If either all 16 players make it to the end, or one person who has no wins drops, then the result should be the same 37 packs every time. (If one person with no wins drops, there'll be a bye, so it'll be the same as if they played it out but lost every match.)
However, if someone who has any wins drops, that will affect the result... similarly, if two people drop, that will also affect things. As now, you can get two people paired up who don't have the same number of points, so everything gets complicated.
For the most basic scenario, where we don't have to worry about whether the player who drops still gets their prizes for the rounds they completed (which I think they do, but I don't know for sure)... let's say it's in the Competitive structure, someone is 1-0 and drops (so they're not owed any packs either way)... the final prize payout could be any of: 31, 33, 36 or 37, depending on who wins in the games with mismatched pairings.
