Kathleen and Kate ARE physically similar, but Kate has a slightly longer face than Kathleen. That’s definitely one of Kathleen’s vests too. So there’s no doubt it’s Kathleen.
Judging from the projection gear in the blurry background, this might be the same location that Failure was shot in, but that’s a fairly slender chance.
I’m going to stick with my Bear Wars guesstimate, especially given that (while non-canon) the Bear Wars are slated to start in 2009 according to the Timeline of the LRRd.
