Until pretty recently gas in Canada was under $1/liter, so the standard was to display the price in cents, or tenths of a cent. So in 2005, that sign would have read 971 or 97.1 (depending on the setup of the sign), to indicate that the price was $0.971/liter. Many places haven't updated their sign...
