Are you sure that you are not confusing duels of the planeswalker 2014 with the core set M14 as there are annihilator creatures in the game but not in the core set

Shocklands aren't in M13, taplands are. Shocklands are going to be standard-legal for a good year or so. The Dragonskull summits will not be.
And as others have said, there are no creatures with that ability in standard. I'm confident you're thinking of Duels of the Planeswalkers. A lot of cards from that game are not actually standard legal. The only cards that are are from the following sets:
Innistrad
Dark Ascension
Avacyn restored
Magic 2013
------------------
Return to Ravnica
Gatecrash
Dragon's Maze
Magic 2014
Everything above the dotted line is rotating out when Theros hits if it wasn't reprinted in anything after the dotted line.

I am sorry, I thought all cards from the game were in m14. Also, I thought shocklands were made in m13 not the expansions of it. Well I will need those then...

First off, Searing Spear has NOT been reprinted. No way to be sure if it'll come back in Theros or not.
You're playing way too few creatures for an aggro deck in my opinion. 18 just won't get you there more often than not.
Liliana is too slow. Your curve should end at 4 with a card that'll pretty much win you the game. You're not heavy enough in black to make the extra swamp matter, nor are you looking for ramp. The fact she takes two black mana to cast her means you won't need her for fixing unless you're completely hosed on red (which you should problem make the lands 8/10 leaning towards mountains due to being more red-focused). Similarly, I don't feel Master does enough for you. He has to attack, be unblocked, and can't have any backup for his ability to activate... and even then, you're not going to be sure your opponent is dead.
Toil//Trouble (since there is no Toil//Foil ) isn't worth running. The first ability is a worse version of Sign In Blood. The second isn't that good. It's most punishing to Sphinx's Revelation decks. But those decks are going to wait until your EoT normally to cast Sphinx's. Since Toil//Trouble isn't an instant, that'll mean there's nothing you can do about it until they've already cast their hand. Plus, that type of deck will normally just counter it anyways.
I'd replace Lili and Master with Ogre Battledrivers and Exava's. Exava's are fast, hit hard, and grant your Cacklers a boost. Battledrivers make your little guys stronger for a turn and grant them haste.
Not sure about the Loyalist in your deck. He seems... bad to me. He's very easy to kill, and tokens aren't going to be huge it look like after rotation, especially with Ratchet Bomb out there.
The biggest problem with this deck is that it's begging for Theros stuff. There's not a huge amount of good Rakdos stuff in RTR block. A lot of the black in M14 was focused on mono-black, and a lot of the red was overcosted. So you really need to wait and see what'll be in there for your deck.

SS is not in M14. I'm 100% certain of this. Here's the link to the Gatherer page. It could come back in Theros, but I wouldn't bank on it

And the fact he has to attack alone means that you can't just swing in with the team to make sure you get some damage through. Realistically, he would make it so your opponent is just dead in most cases unless they have some removal. They'd have to block with 5 creatures at least to kill him (since you kill each one with 1 damage on first-strike). But any removal, indestructible blockers, first-strike blockers, or bounce, and you're hurting quite a bit.
My main problem with Loyalist is that he doesn't do a lot on his own. He does give them first-strike and trample. But most of your stuff is small enough that that won't make a major difference. That said, I do think you should try him in your deck. He's a good card. I'm just not sure how well he works.

1. Okay I guess I will have to get something else to replace the spear when Theros comes out. Thank you for telling me that.

Hmm... I'd say at least sideboard him for some hate against blue. HE might actually be worth main-boarding just because he's a 3/2 FS for 3 with added benefit. I'd say sideboard and, if you bring him in more often than not, mainboard him as necessary.

I am also going to do that with a burning earth only because at fnm it seems like half the decks only have non-basic lands.

I agree with the too few creatures, I have a red/black/green aggro deck and it has 18 creatures in it, but a tonne of pumps, buffs and removal to stop them getting killed. Also I have four copies of just about every card in the deck, which increases my chances of getting them when I need them.
Have you looked ad Rakdos Shred-FReaks and Spike Jesters in fours? You are almost guaranteed one of each every game, both have haste and the Shred-Freak is Hybrid.
My friend has a Rakdos deck that is
