I don't understand why it's never Susan. Has there been a rights issue, like with the Rani?

So the issue with the Rani is that the Beeb doesn't have rights to her character. They have a related but separate issue with the daleks; they have the rights to use them as long as they appear at least once each season. (This is the main reason I suspect it's them we'll see on New Year's.)

The special felt like the proper finale. I quite liked it.

I also quite liked it. The parallel between the dalek scrounging up Sheffield stuff to make its case and the Doctor making her sonic screwdriver made me happy.
