I don't think that's the IP of the BBC web site...

That's not even remotely convincing.

Also, yeah, all the link on that page go to the real BBC news site, which makes no mention of the story.

I think that link should be your first clue.
The BBC totally runs off of some guy's IP address...
As opposed to, y'know, BBC.com.
