Well, that's lowered my impression of your landlord; it IS true that pigeons can make an awful mess, but I can easily think of simpler and less traumatic for tenants ("dude, WHY is there blood sprayed on my door?!?") means of discouraging the pigeons from nesting up on that shelf...

(Oh, and if my original impression is wrong and this walkway isn't open to the outside, and really just an extended canopy over the apartment doors, and these pigeons were consistently getting into a closed space, I would have serious doubts about the carpentry abilities of your landlord &/or those he hires to do same...)
