As a floridian, I must say, yes there are unsecured gator locations. Actually, there was a park I used to go to, where it had those "danger, do not feed or molest the alligator" signs. Which are perfectly reasonable signs when you remember molest just means pester or harass. But yeah, I've been within 6 feet of a gator before. Luckily with a boardwalk between it and me...

Yes, there are "unsecured gator locations" in Florida. Is this surprising? They're wild animals, and dangerous if you mess with them but generally don't attack humans unless the human does something stupid.

One might as well ask "wait, there are unsecured bear/moose/etc. locations in Canada?"
